Who Smart Memo is for

  • Organizations where a decision needs a documented trail, ministries and state corporations, banks, NGOs accountable to donors, and where "who approved this, and when" has to be answerable a year later.
  • Institutions still routing approvals on paper or by email, where a memo can sit in an inbox for a week and nobody can see that it has.
  • Multi-layer hierarchies, where an approval legitimately needs three or four signatures in sequence and the current process has no way to show where it has stopped.
  • Less useful where approvals are informal and a team of ten decides things in a meeting. The value is in enforcement and evidence, which a small informal team will experience mostly as friction.

What a Smart Memo deployment covers

The configuration work is almost entirely about your approval rules. The software is ready; encoding how your organization actually delegates authority is the project.

  • Your approval matrix encoded: who can approve what, to what value, and what happens when they are on leave.
  • Memo templates by type, so a procurement request, a leave approval and a policy circular each carry the fields their reviewers need.
  • Routing rules including parallel approvals, conditional branches and escalation when a step stalls.
  • The audit trail configured to the evidence standard your auditors or regulator expect.
  • Integration with your existing directory so people, roles and reporting lines are not maintained twice.
  • Administrator training, and a short orientation for approvers, who mostly need to know how to approve from a phone.

How the engagement runs

  1. 1

    Authority mapping

We document the approval matrix as it exists, not as the policy manual describes it. These differ more often than not, and reconciling them is genuinely the hardest part of the project.

  2. 2

    Template and workflow build

Memo types, fields and routing are configured and walked through against real historical cases, including the awkward ones that took three weeks last year.

  3. 3

    Pilot in one department

A single department runs live while the rest continue as before. Exceptions surface here cheaply.

  4. 4

    Rollout

Department by department, because each tends to discover a routing rule nobody documented.

  5. 5

    Handover

Administrators take over rule changes themselves, which matters, an approval system nobody in-house can adjust becomes a bottleneck.

What you need in place

  • A current delegation-of-authority policy, or the willingness to write one. Smart Memo enforces the rules you give it, so vague rules produce a vague system.
  • An executive sponsor. Approval systems change how people work and are resisted by whoever benefits from ambiguity.
  • A reasonably current staff directory, ideally one the platform can read rather than a spreadsheet.
  • Agreement on which approvals move first. Attempting every memo type at once is the most common cause of a stalled rollout.

Working with Sibasi on Smart Memo

What usually delays a Smart Memo rollout?

Almost never the technology. It is the discovery that the documented approval matrix and the actual one differ, a threshold everyone ignores, a deputy who signs when the director travels, a category that has no owner at all. Encoding an approval rule forces a decision about who really holds that authority, and that decision belongs to the organization rather than to us. We surface these in authority mapping so they are resolved early rather than at go-live.

Can approvers act from their phones?

Yes, and in practice this is what determines whether the system is adopted. If a director has to open a laptop and connect to a VPN to approve a leave request, approvals will keep happening over WhatsApp and the audit trail will be fiction. Approval from a phone, with the memo and its attachments readable on that screen, is the feature that moves behaviour.

Does it replace our email?

No, and it should not try. Smart Memo handles the approval and its record. Discussion still happens wherever your organization discusses things. What changes is that the decision itself leaves email, so the approval exists as a record with a timestamp and an approver rather than as a message somebody has to find.

How do we handle people who are on leave?

Delegation is configured as part of the approval matrix, who acts for whom, under what conditions, and whether the delegation is logged as a delegation rather than silently recorded as the original approver. That last distinction matters to auditors, and it is worth deciding deliberately at configuration rather than discovering it during an audit.

Can we change the rules ourselves afterwards?

Yes, and you should plan to. Approval thresholds change, departments reorganize, and a system that requires a vendor ticket for every change becomes a bottleneck people route around. Administrator training covers rule changes explicitly, and we treat the handover as incomplete until your team has made a live change themselves.
