What is monitoring and evaluation software?

Monitoring and evaluation (M&E) software tracks whether a programme is delivering what it committed to deliver. It holds the results framework, goals, outcomes, outputs and their indicators, collects data against those indicators from the field, and reports progress against targets to management, funders and government partners.

The distinction from a general reporting tool is the framework. M&E data is only meaningful in relation to a logframe or theory of change: an indicator has a baseline, a target, a frequency, a disaggregation and a means of verification. Software that treats indicators as rows in a spreadsheet loses the structure that makes the numbers interpretable.

For development organizations the practical driver is usually donor reporting. Programme teams collect data in the field, often on paper or in Excel, and a small M&E team spends the fortnight before each reporting deadline consolidating it, chasing gaps and reconciling figures that do not agree between sources. Can it handle several donors with different reporting requirements?

Yes, and for most organizations this is the main reason to buy. The same underlying activity data is mapped to more than one results framework, so a single intervention can report into a government indicator, a donor logframe and your own organizational strategy without being counted three times or entered three times. Where funders require different periods or formats, those are configured per funder against the same data.

Does it work where field teams have no internet?

Yes, and this is a design assumption rather than an add-on. Data is collected offline on a mobile device, validated at the point of capture, held locally and synchronized when connectivity returns. Enumerators working in areas with no coverage can complete a full day of collection and sync in the evening from the nearest town.

How does it improve data quality rather than just speed?

Three ways, in rough order of impact. Validation at capture stops implausible values entering at all. A single source removes the reconciliation step where figures from different spreadsheets are quietly adjusted to agree. And attaching means of verification to each reported figure makes the number traceable, which changes behavior, data that can be checked tends to be entered more carefully than data that cannot.
